Report a Problem

Sewer overflows or backups in public areas are public health emergencies. If you are experiencing a problem with sewer backup into toilets, sinks, or tubs, please report this immediately by phone at 909-384-5141. Please do not report these types of issues electronically, as certain sewer issues have the potential to pollute surface or groundwater, and threaten public health. Please be prepared to provide the address where the issue is occurring along with your contact information so that our sewer collections crews may best assist you.

The leading cause of sewer overflows come from flushing wipes, paper towels, and similar products down toilets and from pouring fats, oils and grease down the drain. Over time, these items cause damage to the sewer system, cause Sanitary Sewer Overflows and can create clogs or spills in the private plumbing at your home or business. These overflows may pollute surface or groundwater, and threaten public health. Other causes of Sanitary Sewer Overflow are:

  • Construction material failures
  • Manhole structure failures
  • Power outages
  • Pump station mechanical failures
  • Root blockages
  • Vandalism

Property Owner

The property owner is responsible for maintaining the sewer lateral from the residence to the sewer main line; including the portion under the sidewalk, curb and street. If repairs to the sewer lateral are required, the property owner will need to make the repairs or hire a qualified plumber. If repairs extend into the City right-of-way or street, a permit is required. For permit information, please contact the City of San Bernardino Community Development Department or 909-384-7272.

Sanitary Sewer Collections System (SSCS)

On May 1st, 2017, the responsibility for operations and maintenance of the San Bernardino Sanitary Sewer Collections System (SSCS) was transferred from City of San Bernardino Public Works and assumed by the San Bernardino Municipal Water Department. Under the direction of the Water Reclamation Director, the Sewer Collection section is responsible for maintaining 467 miles of sewer mains.

To keep main lines functioning properly, crews routinely clean and inspect the sewer pipes to make sure they are working properly and to prevent backups. To do this, San Bernardino Municipal Water Department (SBMWD) Sewer Collections staff uses jetting and vacuum equipment to keep the lines cleared. Sewer lines are cleaned on varying schedules. The crew uses video equipment to record the condition of sewer lines and handles emergency repairs 24 hours a day.

Sanitary Regulations

It is the responsibility of the Sewer Collections section to adhere to strict sanitary regulations by responding to, minimizing, and preventing sewer overflows. Sewer Collections staff performs preventative and rehabilitative maintenance to the sewer system, in addition to responding to customer concerns related to odors and possible SSCS overflow events.

On September 10, 2019, the City of San Bernardino Water Board approved updates to the Sewer System Management Plan.

Sewer Collection System Master Plan

With thorough consultation and planning, San Bernardino Municipal Water Department developed the 2019 update of the Sewer Collection System Master Plan. This plan serves as the Department’s roadmap toward future improvements and maintenance of the City of San Bernardino Sewer Collections System. The 2019 update of the Sewer Collection System Master Plan was adopted by the City of San Bernardino Water Board on April 28, 2020.

Reportar Problemas de Drenaje

Los desbordamientos de aguas negras en áreas públicas son emergencias de salud pública. SI USTED ESTA EXPERIMENTANDO UN PROBLEMA DE DESBORDAMIENTOS EN LOS ESCUSADOS, LAVABOS, O TINAS, POR FAVOR LLAME AL 909-384-5141 INMEDIATAMENTE PARA REPORTARLO. Los propietarios son responsables de la manutención de la conexión lateral del dren. La cual empieza desde la residencia y llega hasta la línea principal del dren e incluye cualquier porción ubicada debajo de cercas, banqueta, y/o la calle. Si se requieren reparaciones a esta lateral, el dueño de la propiedad tendrá que hacer estas reparaciones o contratar a un plomero calificado para hacer estas reparaciones. Si estas se extienden al derecho de paso de la ciudad o a la calle, se requiere un permiso. Para información acerca de los permisos, por favor llame al Departamento de Desarrollo de la Comunidad de la ciudad de San Bernardino al 909-384-7272.

Los vertidos de aceites y grasas depositados en el sistema de drenaje por los establecimientos de servicio alimenticio, hogares, apartamentos, y otras fuentes son la causa principal de bloqueos en las líneas del drenaje. Estos resultan en aumentos a los gastos de mantenimiento y causan desbordamientos de aguas negras. Estos desbordamientos pueden contaminar las aguas de la superficie o subterráneas, y amenazar a la salud pública. Otras causas de los desbordamientos de aguas negras son bloques de raíz, fallas de estructura, vandalismo, fallas mecánicas de las estaciones de bombeo, cortes de electricidad, y fallas de construcción.

Sistema de Colección de Aguas Negras

El 1 de mayo de 2017. A responsabilidad de las operaciones y el mantenimiento del sistema de drenaje de la ciudad de San Bernardino (SSCS) fue transferido del Departamento de Obras Publicas y asumido por el Departamento Municipal de Agua de San Bernardino. Bajo la dirección del Director de Regeneración de Agua, la sección de colección de aguas negras es responsable de mantener 467 millas de red de sistema de colección.

Para mantener las líneas principales funcionando correctamente, nuestro personal rutinariamente limpia e inspecciona las tuberías de drenaje para asegurarse de que estén funcionando correctamente y para evitar desbordamientos de aguas negras. Para ello, nuestro personal utiliza equipos de flujo y succión para mantener las líneas despejadas. Las líneas se limpian a diferentes horarios. Nuestro personal utiliza equipo de video para registrar el estado actual de las líneas de drenaje y manejar reparaciones de emergencia las 24 horas del día.

Es la responsabilidad de la sección de colección de aguas negras adherirse a estrictas regulaciones sanitarias respondiendo, minimizando y previniendo los desbordamientos. El personal de esta sección realiza mantenimiento preventivo y de rehabilitación al sistema de colección de aguas negras, además de responder a cualquier concierne de clientes relacionados con los olores y posibles eventos de desbordamientos de SSCS.
